Stop people from getting together to talk. Split them up. Prevent an intelligent discussion about the duty to resist and make the government accountable. Close the small businesses because it is there that people WILL talk. While the big box stores stay open but no one stands around to talk.
Control the outcry by scattering the people. Smart move. No book buying, no toy buying, no "non-essential" buying. For you BELIEVERS, THE BIBLE IS A BOOK!
Sure it can be bought online. But it still prevents folk from talking in person. Put a curfew on restaurants and bars...prevent people from talking more.
The big box store benefit greatly because they are NOT where the conversations happen. On a side note it sure APPEARS discriminatory to shut down small business and let big ones stay open, allowing way more people in.
Make sure you give much media attention to the closure of a restaurant with little surrounding businesses to hide the fact that at the same time, a strip in Toronto had a whackload of businesses open in defiance. Shutting down the many is too difficult. But isolate one business in Etobicoke (Toronto) and arrest the owner of the restaurant and change the locks on his doors. Draw attention to that, instilling fear upon other owners. But be sure not to let the people know there are multiple other businesses open.
Problem is, you can't throw them ALL in jail. And they know that.

I was at a donut shop this morning and every table that could be used, was. As I waited for my order, I noticed ALL the tables cross-talking AND all in agreement that this has turned into control and fear. It has turned into an issue of liberty. No one denied the "virus". But they saw it has turned into much more. As I stood listening to the intelligent comments left and right, I thought to myself, "Shut this small place down and where will they all talk?". These were decent people with a wide age range. The government knows it must act fast. And that is what they are doing. Someone asked if people would get vaccinated. Everyone said, "No" (not in that exact wording -lol). One gentleman by himself was clearly feeling exasperated and shared his thoughts too. He isn't alone. But as they shut these small venues down, they effectively shut down the talking. Yes, even with your OWN family and how many relatives can be at your home.
