The federal gov't was given exclusive jurisdiction over DC, the seat of the U.S. gov't as defined in the Constitution of the United States.
In 1868, among the treasonous Reconstruction Acts, the 14th Amendment was declared (not ratified) creating a new class of citizen. Originally for the freed slaves who were denied sovereign status by most States, were now subjects of the United States. The U.S. citizen never existed before except as a citizen of a State that in turn was a member of the union but the U.S. citizen never existed prior to the 14th Amendment. Many States, north and south opposed the 14th Amendment as a threat to State sovereignty.
The 1871 DC Organic Act (also part of the Reconstruction Acts) changed the public municipal corporation of DC into a private corporation and a new but similar Constitution was written for the Corporation. Corporations have shareholders and so does the United States. This was done because of the default on the debt in 1859. 20 year reorganization of debt aka Chapter 11 Bankruptcy).
1929 was another default and another Chapter 11 reorganization of debt occured with FDR.
1999 was the 3rd Chapter 11 default with Bush at the helm pushing the Patriot Act and later Obama with Obamacare. All intended to place more of America's assets in the hands of the shareholders, aka creditors. We are still in this global reorganization of the debt right now.
Therefore, a U.S. citizen is a subject slave of the federal corporation. And similarily any business that registers as an LLC, Partnership, Incorporated (Inc.) or just obtains a business license or TIN, becomes also a slave franchisee of the federal corporation.
When you understand this, you will understand why the federal gov't assumes full and complete authority over everyone and everything. Much was done by trickery and deception.
However, the American volunteered for this arrangement through ignorance....generational ignorance. Your parents signed you up for the corporation with the SS5 application before you were legally eligible to enter into any contracts but your continued participation in that or other gov't programs, keeps you tied to the gov't.
The U.S. citizen is a subject-slave of the federal gov't by tacit or assumed acceptance. We have a gov't BY THE CONSENT OF THE GOVERNED. Your claim of U.S. citizenship is prima facie evidence of you volunteering (consent) for this system. Your silence against their claim is also assumed consent.
No matter your State of residence, a U.S. citizen is domiciled in DC as a franchisee of the federal corporation. Is subject to all the rules of the franchise and must pay the franchise debts through taxation.

The Constitution of the united States was to create a treaty between the States for interstate and global trade. It was never to have direct interaction with the People within the States. This is why there was no Bill of Rights contained within. Only after the creation of the federal gov't did the residents of DC feel the need to have THEIR rights protected so the Bill of Rights (federal) was a treaty between the People of DC and the gov't of DC. Therefore, the Constitution of the United States including the Bill of Rights is only in the Jurisdiction of DC and not in the States. People outside of DC are not subject to federal law nor are they protected by it. That is why every State has it's own Constitution.
