I couldn't tell you either way. Often, something that's blinking at a 1Hz rate is one of the lights of a conventional craft. The color would tell you which side is facing you sort of the same way boat navigation works. But this wasn't moving a lot, it appeared to be hovering.

Would like to know more details/info ie. did it make noise, what were you using to record this, it looked as if you were viewing it through a screen window, could it be a drone?
