It's saying that when the evidence to be gathered might make it look like they are guilty, the judge has the power to 'modify', or throw out the case. Now do you see why the dems have fought so hard to put democrat judges on the benches and in key areas? When the dems brought false allegations against Trump, they ran straight to a DEMOCRAT judge. When things were filed against them, and it ended up in front of conservative judge, the dems fought to have it dismissed, and then heard by a DEMOCRAT judge. But isn't that what the dems did do all the while saying the Hitler dictator Trump would do it if you and them didn't stop him?
