Could be a "star" bill.
A bill injected to replace a defective bill coming off the presses.

It's definitely not a star note. It has a letter D as the last digit of the serial number?? I can't figure out what it is as I've never seen anything misprinted as this, especially an upside down #4. It's not a "block" #4 like the serial number has???
