There is a misconception about the powers of the President when it comes to quenching riots and other types of violence. The 10th amendment stops the President from sending troops or police into any state unless he is invited into the state by the governor of that state. Anyone saying that the rioting in Portland is Trump's fault needs to remember that Trump almost begged the governor of Oregon to allow him to stop the riots.
