Conventions therof(group of voters in state) or congress can propose an amendment with two thirds majority but will need ratified by the present states of unions state legislatures by three-fourths majority. Congress or State legislatures need a two thirds to propose but three-fourths of the several (union) states legislatures to ratify. A few people from each state is not three-fourths majority of the several states thereof.
