He didn't create jobs for the people who are unable dig ditches, pave roads, erect bridges. Ending the keystone pipeline ended the opportunity for people who would have benefited from the increase in revenue; coming from the pipeline workers purchases of goods, services...etc. A President who terminates peoples occupations affects the economy. Shredding of the massive amounts of harvested election ballots does not qualify as an occupation. But it does qualify as a cover up which requires creating billions of jobs; not one billion.
