Rights come naturally, and are not granted by the government. In fact, there is case law (Shuttlesworth, Murdoch) that says government cannot take a Constitutional Right, reduce it to privilege and require a permit. Beyond the 2A, think about it. Does your city/county require a "permit" to install a new toilet????? Bet they do! What about recreational fishing licenses? Don't we have a right to fish for fun and/or food?
