Step One is finding out the will of "WE THE PEOPLE" of the State of Illinois. In 2020, 25 counties were able to get the Illinois Separation Referendum on their ballots. 23 Counties voted, but 2 clerks forgot to put it on, so they will be voting in 2021 and 2022.
READ ALL INSTRUCTIONS BEFORE printing the petition. You must use only the new form, because wording on the old one has the old 11-3-2020 election date. People who signed the old form will need to sign again if their county was not one of the 25 counties which got it onto their ballot.
1. USE WHITE PAPER (All petitions must be uniform in size and appearance.)
2. PRINT NEATLY USING BLACK or BLUE INK (cursive signature)
3. ONE COUNTY PER SHEET. You may collect for different counties on separate sheets.
4. ONE PETITION CIRCULATOR PER SHEET (the person asking people to sign the page is the Circulator and must be at least 18 years old and qualified to vote in IL.)
5. PHYSICALLY WATCH EACH PERSON SIGN (Read the bottom of the petition to understand why. You'll understand why to never leave a petition unattended on a counter.)
6. ? DO NOT NUMBER -- ?DO NOT FOLD -- ?DO NOT STAPLE.
Various people will be collecting and all those pages will be compiled, bound according to your county clerk's requirements and then numbered.
7. VALID SIGNATURES:
(a) Legal USA citizen
(b) REGISTERED VOTER in the COUNTY of the sheet they are signing + living at the ADDRESS STATED.
(c) All Information must be filled out BY the signer.
(d) ?No " ditto marks
(e) All information must be complete and legible
Best way to be sure they are registered to vote and get their info right is ask them to copy from their Voter Registration Card or google Illinois Voter Registration Lookup. Just sayin'! Don't have to be legalistic about this, but it does cut down on how many extra signatures you need to compensate for the ones who aren't registered to vote.
8. ONLY SIGN AT THE BOTTOM WHEN THE NOTARY PUBLIC TELLS YOU. Banks usually provide this service free to their depositors. For those of you collecting for multiple counties, your Notary Public can notarize all your sheets, regardless of county.

If you don't have a printer ask a friend.
? If you make copies of sheets, be sure to do so from an original each time to ensure high print quality. Some Notary Publics will not notarize faded copies without clerk approval.
