A little back ground:
John F. Kennedy unofficially spared a Turkey in 1963. But in 1987 the Reagan administration gave a turkey an official pardon as a joke. Even though it was intended as a joke the turkey was spared and given to a petting zoo. George H. Bush made it an annual tradition in 1989 and each president following him has carried on the tradition.
